The DeSoto Police Department has identified the victim of the hit-and-run incident that occurred on Tuesday morning, July 11th, as 22-year-old Dallas resident Samuel Stroggins.
Stroggins tragically lost his life after being struck by a black 2007-2009 Lexus ES350 sedan while walking on I-35E near Wintergreen Road, according to a news release.
