Two proposed apartment developments in DeSoto are currently under review by the Texas Department of Housing and Community Affairs as part of the state’s 2026 competitive housing tax credit process.
State records show applications for Reserve at DeSoto, proposed at 121 S. Elerson Road, and Victory Village, proposed at 911 N. Hampton Road in DeSoto, Texas.
Both developments were submitted to TDHCA through the agency’s 9% Housing Tax Credit program, one of the primary funding mechanisms used to finance affordable rental housing in Texas.
According to the TDHCA application log for the 2026 cycle, Reserve at DeSoto is proposed as a 100-unit new construction development classified in the elderly housing category.
All units are designated as income-restricted housing.
Victory Village is listed as a 90-unit new construction development that would include 80 income-restricted units and 10 market-rate units, according to the same state application records.
The 9% Housing Tax Credit program allows developers to compete for federal tax credits allocated by TDHCA.
Developers typically sell those credits to investors to finance the construction of affordable housing.
The program is highly competitive and projects are scored based on several factors, including financial feasibility, location and community input.
Community feedback is part of the state review process.
Residents and local stakeholders may submit written comments to TDHCA, which are included in materials reviewed by the agency’s governing board before final funding decisions are made.
A review of publicly available materials from the city did not immediately show a formal City Council resolution supporting or opposing either project at the time of reporting.
State funding decisions are made by TDHCA, although local governments can provide input during the application process.
Both proposals remain applications under review, and neither project has been approved for funding or construction.
TDHCA is expected to evaluate applications from across Texas before announcing which developments will receive housing tax credits in the 2026 cycle.
