Below are the candidates running for office in the upcoming election. Learn about their vision, experience, and why they are running.
🗳 Mayor (Place 1) Candidates
Rachel L. Proctor (Incumbent)
Why I’m Running:
“I’m running for re-election because I am not just saying I care about these issues — I want to continue to do something about them,” Proctor said. “I am homegrown. This community has given me so much, and I want to continue to give back in a way that makes the city better.”
Rachel L. Proctor was elected as the 22nd Mayor of DeSoto in February 2021 following a Special Election and secured her first full term in May 2022 with nearly 90% of the vote. A proud DeSoto High School graduate (Class of 1999), Proctor holds a Bachelor’s Degree in Interdisciplinary Studies from the University of Texas at Arlington.
Proctor is the Owner and Administrative Director of the Neighborhood Christian Learning Center of Dallas, a family-owned childcare center serving the community for nearly 30 years. Additionally, she is a Salata franchisee, bringing healthy dining options to DeSoto, with the first of three locations set to open in summer 2024.
A published author and dedicated mentor, Proctor founded EMERGE Leadership, Inc., a nonprofit that has awarded nearly $25,000 in scholarships to young women since its inception.

Dr. Dinah Marks
Why I’m Running:
“Dr. Marks is seeking election to continue her efforts in enhancing DeSoto’s quality of life and ensuring residents’ voices are heard. Throughout her time on the City Council, Dr. Marks has championed numerous initiatives aimed at community progress.”
Background and Qualifications:
Dr. Dinah Marks, a native of Auburn, Alabama, is a dedicated public servant, educator, and leader currently serving as the DeSoto City Council Member for Place 5. She graduated from Beauregard High School in Opelika, Alabama, and earned a four-year academic scholarship to the university of her choice. Dr. Marks chose Alabama A&M University, where she obtained her Bachelor’s degree in Education with a concentration in English.
After moving to Texas, she continued her education at Texas A&M University (formerly East Texas State University), earning a Master’s degree in Educational Administration. Motivated to serve as an educational role model for her three daughters, Dr. Marks later earned a Doctorate in Educational Leadership from Nova Southeastern University in Fort Lauderdale, Florida.
Dr. Marks dedicated 30 years to the Dallas Independent School District, where she served as a Reading/Language Arts Teacher, Instructional Specialist, Educational Employment Administrator, Assistant Principal, Principal Fellow, and Principal at both the elementary and middle school levels.
Dr. Marks is a Certified Municipal Officer and an active leader in the National League of Cities, serving on two prominent boards: the Women in Municipal Government and the Council on Youth, Education, and Families.

CaTonya Flowers
Background and Experience:
CaTonya Flowers is a dedicated DeSoto resident with a strong commitment to enhancing the city’s future. A native of Paris, Texas, she graduated from Paris High School and earned a full academic scholarship to Paris Junior College (PJC), where she received her Associate Degree. She later transferred to Texas Tech University, earning a Bachelor of Arts in Political Science and Sociology.
CaTonya is a widow and proud mother of two sons. As a devoted member of the Church of Christ at Cedar Valley, she teaches 7th & 8th grade Bible class and actively participates in the church’s feeding the homeless ministry.
A dedicated member of Delta Sigma Theta Sorority, Inc., CaTonya has consistently demonstrated her commitment to community service. Her leadership style reflects her belief in integrity, transparency, and moral values.

Gerry L. Ravnell
Why I’m Running:
“I am running to bring a more critically thinking approach to the business component of running a city. To build trust with the citizens of DeSoto by ensuring transparency and open dialog that is receptive to feedback and resident opinions. Lastly, to ensure that city spending is prioritized to the areas which are most needed for our city, specifically infrastructure.”
Background and Qualifications:
Gerry L. Ravnell brings over 30 years of leadership experience across various sectors, including corporate, church, community, and civic environments. Known for his results-driven approach, Ravnell emphasizes strategic thinking, open communication for transparency, strong accountability, and fostering team unity.
A graduate of the University of North Texas, Ravnell has held leadership positions in major pharmaceutical and healthcare companies. His leadership extends to the church as well, where he has served as Pastor, Interim Pastor, Administrative Pastor, and in other capacities. Notably, Ravnell led a successful membership initiative for the Limestone County NAACP, growing membership by more than 100%. His deep commitment to community is also reflected in his volunteer work, having traveled long distances for 25 years to contribute to his childhood church’s ministry and dedicating time to help ministries in Beaumont, Texas.
Ravnell has deep ties to DeSoto, having lived here in the late 90s before relocating to Tennessee. He returned to DeSoto in 2019 after taking a break from his corporate career to care for his mother, who had a stroke. After her passing, he decided to volunteer in DeSoto rather than return to a corporate role. Ravnell has served on the Library Board and the Planning and Zoning Commission, eventually becoming Chairman and Vice Chairman.

Why I’m Running:
“I am running for office because after twenty-plus years of giving back to DeSoto without ever asking for anything in return the people are now asking me to run because they know that I care about the people of DeSoto. My campaign platform is “DeSoto Economics First.”
Background and Qualifications:
Ken Waters is a long-time DeSoto resident, having lived in the city for over twenty years. Originally from North Dallas, Ken has been married for 25 years and attended the University of North Texas, where he majored in Business Administration. He has built a diverse career in the telecommunications industry, digital marketing, and entrepreneurship. Passionate about giving back to his community, Ken has been actively involved in DeSoto since 2004 and continues to contribute today.
Ken currently serves as the President of the DeSoto Citizens Fire Academy Alumni Association and as the Director for DeSoto’s Community Emergency Response Team (C.E.R.T.). He is also a member of the membership team for the DeSoto Citizens Police Academy Alumni Association. His extensive community involvement reflects his deep commitment to the well-being of DeSoto.
- Supporting Local Businesses: Establishing a resource-rich division within the DeSoto Development Corporation aimed at assisting local business owners with resources, knowledge, and support to successfully run and finance their businesses.

Dick Zinnendorf is a candidate for DeSoto City Council Place 3. Our debt has increased as Certificates of Obligation are used more frequently; avoiding bond elections and securing debt with property taxes is not a path supported by a majority of residents.”
Background and Experience:
Wil E. Adams Jr. has been a resident of DeSoto for over 20 years and brings extensive professional experience to his campaign. He is a graduate of Texas A&M University – College Station and works as an insurance professional specializing in audit and compliance investigations. His background includes drafting corporate-level policies and procedures, responding to Departments of Insurance nationwide, and managing large-scale initiatives to improve operational efficiency and prevent waste, fraud, and abuse.
Adams also serves as Vice-President of the DeSoto Texas Cultural Arts Foundation and is an active Block Captain for Churchill Estates, demonstrating his commitment to community involvement.

Having lived in DeSoto for 30 years, Harold is deeply committed to enhancing the quality of life for all residents. As a husband and father of two, he understands the importance of creating a community that is safe, prosperous, and connected.
With 15 years of experience spanning both the corporate and nonprofit sectors, including roles in startups and at Klyde Warren Park, Harold has developed strong leadership skills in operations, people management, and customer service. His professional background has equipped him to address complex challenges, foster collaboration, and deliver meaningful results for DeSoto’s residents.
